What are Drug DUI Per Se Laws?

Black's Law Dictionary says "Per Se" is a latin term that mean "in itself" or unconnected with other matters. There are rumblings in the scientific literature that there is a need for drugged driving per se laws. These laws would use a positive drug test as proof of guilt of a crime. These laws could provide that if a driver has a non-medical drug test, not even a blood test, the driver could become a criminal.
